FTC Sends Report to Congress on Retailers’ Shipping Policies

The Federal Trade Commission has sent a report to Congress related to retailers’ policies concerning shipping to Alaska, Hawaii, and U.S. Territories, such as Puerto Rico.

The report was requested by the U.S. House of Representatives Committee on Appropriations and addresses concerns that some companies may not ship to these areas, even though they are served by the U.S. Postal Service (USPS) and private shipping companies. The report explains the policies of the USPS and major private shippers with regard to shipping to these areas, including how to find out about delivery times or rates. The report also outlines the general scope of the FTC’s authority and discusses disclosures by retail companies about their shipping policies.

The FTC’s efforts to educate consumers and businesses about shipping disclosures and options are also highlighted, including recent blog posts aimed at consumers and businesses.

The Commission vote to issue the report to Congress was 5-0.
